Preliminary Cabarrus County returns showed Steve Huber with 147 votes in Locust’s mayoral race Tuesday, Nov. 3, while Mandy Watson, Patty Harris and Barry Sims had the highest totals in the county’s partial city council report.

Results checked at 8:20 p.m. Eastern on Nov. 3: The North Carolina State Board of Elections’ Cabarrus County results page displayed vote totals, but listed 0 of 2 precincts reported for each Locust contest. Its Stanly County page still displayed zero votes and 0 of 2 precincts reported for both races. Locust spans both counties, so the Cabarrus figures below are incomplete and do not establish citywide winners.

Mayor

Incumbent Steve Huber, the only named mayoral candidate on the official results page, had 147 votes, or 96.08% of the Cabarrus total reported for the contest. Miscellaneous write-ins accounted for 6 votes, or 3.92%.

City council

Eight candidates competed for three seats. The preliminary Cabarrus counts were:

  • Mandy Watson: 98 votes (24.20%)
  • Patty Harris: 79 votes (19.51%)
  • Barry Sims: 54 votes (13.33%)
  • Jeff Claiborne: 47 votes (11.60%)
  • Richard Burr: 43 votes (10.62%)
  • Joseph Abbatiello: 33 votes (8.15%)
  • Roger L. Hypes: 25 votes (6.17%)
  • George (Giorgio) Prisco: 22 votes (5.43%)
  • Miscellaneous write-ins: 4 votes (0.99%)

Voters could select up to three council candidates. The percentages above are shares of candidate votes reported in Cabarrus, not shares of individual voters.

Watson, Sims and Hypes are incumbents, according to the city’s council roster. Locust’s municipal elections are nonpartisan, with a two-year mayoral term and four-year council terms, according to the city’s budget message.

Returns remain unofficial

Election-night results are unofficial and may change as more ballots are reported. The Stanly County Board of Elections says provisional ballots are not included in election-night totals and results will be audited before the Nov. 13 canvass. A county-only tally should not be treated as the complete Locust result.
